Certification Service Provider of the Ministry of Employment and Social Security

The approval of the Law on Citizens' Electronic Access to Public Services (LAECSP), Law 11/2007 creates a new scenario for the application of identification and authentication based on digital certificates issued to public authorities and their staff. This opens the possibility to regulate the issuing and managing certificates in a public corporate environment.

Currently, the issuance and use of certificates issued to natural and legal persons and entities without legal personality is regulated by the LFE and the European Directive 1.999/93/CE. Article 4 of the Act, in paragraph 3 and Article 3, paragraph 7 of the EU Directive, determine the possibility to set the conditions for the use of electronic signatures in the field of public administration.

Both the LFE as LAECSP are respectful for the self-organization capacity of the different public Administrations, which allows each Administration set the service differently. Under this premise, this Ministry has been established as a certification service provider, Certification Service Provider of the Ministry of Employment and Social Security (PSCMTIN), according to the requirements of Spanish law on electronic signatures. This enables the Ministry to issue electronic certificates for their employees and offices in order to increase the level of confidence in the use of their computer systems, adding authentication, integrity, confidentiality and non-repudiation to them.
